Rescue Task Force Endorsements and Information:

Dayton MMRS was asked by a Fire Chief about police agencies that formally endorse the RTF concept, or whether there is a formal endorsement from a body such as the International Association of Chiefs of Police (IACP).  We did some research and found lots of endorsements, but most importantly, there is an official position paper from the IACP on active shooter incidents, that strongly recommends RTF.  That paper is can be found here: IACP Active Shooter Paper.

Additionally:

  • In 2014, our regional program was endorsed in a letter from the Montgomery County Association of Police Chiefs, which was sent to law enforcement agencies throughout the region through the county EMAs.  This letter can be found below in the 'documents' section. The RTF concept is taught by The Advanced Law Enforcement Rapid Response Training (ALERRT) Center at Texas State University. In 2013, ALERRT at Texas State was named the National Standard in Active Shooter Response Training by the FBI. See more here. Here’s a video at “WINX” that strongly endorses RTF:  https://www.policeone.com/active-shooter/articles/472477006-How-to-develop-a-unified-public-safety-response-to-active-shooter-incidents/
  • The International Public Safety Association (IPSA) strongly endorses RTF.  Here’s their current document, but it’s under revision and a new version should be out in the      next 90 days:  https://www.joinipsa.org/resources/Documents/International%20Public%20Safety%20Association%20Rescue%20Task%20Force%20Best%20Practices%20Guide%20October%202017.pdf
  • This is an article in which a prosecutor officially/formally endorsed one RTF agency: https://www.emsworld.com/article/220586/changing-landscape-active-shooter-response-establishing-rtf-model
  • An article from the IACP “Police Chief Magazine: https://www.policechiefmagazine.org/active-shooter-response-playbook/?ref=5a05416cb215ae3f95c377ca74f91eaa
  • A very good paper from DHS: https://www.dhs.gov/sites/default/files/publications/First%20Responder%20Guidance%20June%202015%20FINAL%202.pdf
  • The FBI includes RTF in two videos about active shooter response, “The Coming Storm” and “Active Shooter – Managing the Mass Casualty Threat.” RTF is discussed in the Ohio AG’s “Active Shooter Response:  An Educator’s Guide Companion Workbook,” available at https://www.ohioattorneygeneral.gov/Files/Publications-Files/Publications-for-Schools/Active-Shooter-Response-Companion-Workbook.
  • This is the Executive Summary from ODPS for the committee that created the RTF “awareness level” training program that is now mandatory for EMS:  https://www.ems.ohio.gov/links/emsASRcommitteeExecutiveSummary.pdf

If you read nothing else, read the IACP Active Shooter Paper.  You’ll find it is very much in line with our regional program.
